I’d like to personally welcome you to region four.
The San Mateo County Office of Education serves as the region’s California PBIS Technical Assistance Center, housing multiple programs in our Educational Services division – including Positive Behavioral Interventions and Supports.
As members of the Core Leadership Team, we represent the needs of San Mateo County and all communities housed within Region Four when it comes to high-quality implementation.

Region Four Contacts
Greg Fry
serves as Coordinator, School Climate at the San Mateo County Office of Education, where he leads school climate initiatives including PBIS and Social / Emotional Learning. Prior to this role, Greg served in the same capacity at the Monterey County Office of Education, where he led a two-year grant focused on implementing the Interconnected Systems Framework (ISF) in partnership with Monterey County Behavioral Health and community partners to integrate PBIS systems, mental health supports, and parent/caregiver engagement across 7 districts in Monterey County. In addition to over 17 years in education, Greg brings many years of experience running summer camps and nonprofit programs for youth. He has served as a special education teacher, site and district administrator, and county-level leader, with deep expertise in increasing positive behavior, elevating student voice, increasing equitable practices, and student support. Greg is passionate about building school environments where every student has a champion, is known by name, feels supported, and empowered to be their best.
Anne Childers
serves as Program Manager of the School Climate Technical Assistance Center at the San Mateo County Office of Education and as a member of California PBIS Region 4. She brings more than 25 years of experience as an educator, instructional designer, consultant, and leader dedicated to positive school climate, educator development, and student well-being. Her expertise includes Positive Behavioral Interventions and Supports (PBIS), Multi-Tiered Systems of Support (MTSS), Social and Emotional Learning (SEL), Universal Design for Learning (UDL), and instructional coaching.
Throughout her career, Anne has partnered with school districts, county offices of education, universities, state agencies, and nonprofit organizations to design and scale professional learning, implementation resources, and systems that promote belonging, equity, and student success. Her work includes developing graduate-level coursework for UC Berkeley Extension, designing educator learning experiences with the Greater Good Science Center, supporting statewide SEL initiatives, and creating professional learning tools and resources used by educators across California.
Anne is known for translating research into practical tools, learning experiences, and implementation systems that strengthen educator practice and support sustainable school improvement. She has extensive experience leading cross-sector collaborations and developing scalable professional learning solutions that help schools and districts build capacity to improve outcomes for all students.
She holds a Master of Arts in Educational Technology Leadership from George Washington University and is known for her collaborative, relationship-centered approach to supporting educators, schools, and districts.
