The San Mateo County Office of Education serves as the region’s California PBIS Technical Assistance Center, housing multiple programs in our Educational Services division – including Positive Behavioral Interventions and Supports.
As members of the Core Leadership Team Kris Shouse and I represent the needs of San Mateo County and all communities housed within region four when it comes to high-quality implementation.

serves as the Associate Superintendent of Educational Services at the San Mateo County Office of Education, where she leads comprehensive efforts to support student success, well-being, and equity across the county. With over 18 years of experience with Positive Behavioral Interventions and Supports (PBIS), Kris has led implementation efforts at the site, district, and county levels. She brings a wealth of experience facilitating the Tiered Fidelity Inventory, and has presented at multiple state and national conferences about school climate structures including PBIS, Social Emotional Learning (SEL), and Career Technical Education (CTE). As a champion of Social-Emotional Learning (SEL), Kris works hard to expand integrated systems that prioritize student and staff wellness and belonging. Since joining SMCOE, Kris has helped lead the development of a strategic plan for county school programs, launched a countywide anonymous reporting app to support school safety, and established the Launch Institute—an immersive experience that elevates student voice and empowers educators to foster student-centered learning environments. Her leadership also includes efforts to create affirming and inclusive school climates for LGBTQ+ students, advancing policies and practices that support their safety and belonging. Kris brings a broad range of experience across educational systems, having served in leadership roles at the site, district, and county levels, with a strong foundation in both general and alternative education settings. With a deep commitment to educational equity, Kris is passionate about dismantling barriers, expanding access to high-quality learning opportunities, raising reflective leaders, and driving innovation that ensures every student can thrive.
serves as Coordinator, School Climate at the San Mateo County Office of Education, where he leads school climate initiatives including PBIS and Social / Emotional Learning. Prior to this role, Greg served in the same capacity at the Monterey County Office of Education, where he led a two-year grant focused on implementing the Interconnected Systems Framework (ISF) in partnership with Monterey County Behavioral Health and community partners to integrate PBIS systems, mental health supports, and parent/caregiver engagement across 7 districts in Monterey County. In addition to over 17 years in education, Greg brings many years of experience running summer camps and nonprofit programs for youth. He has served as a special education teacher, site and district administrator, and county-level leader, with deep expertise in increasing positive behavior, elevating student voice, increasing equitable practices, and student support. Greg is passionate about building school environments where every student has a champion, is known by name, feels supported, and empowered to be their best.
