Welcome, Region Seven!

a message from region Seven lead Joe Martinez:

On behalf of the California PBIS Core Leadership team, welcome to our statewide network of support. More specifically, for those building positive school climates in 


  • Fresno
  • Kings
  • Madera
  • Mariposa
  • Merced
  • and Tulare counties


I’d like to personally welcome you to region seven. 


The Tulare County Office of Education serves as the region’s California PBIS Technical Assistance Center, housing multiple programs in our Psychological Services Department– including Positive Behavioral Interventions and Supports.


As members of the Core Leadership Team, Sarah Humason and I represent the needs of Tulare County and all communities housed within region seven when it comes to high-quality implementation.


I look forward to connecting with you soon as we continue to create equitable environments in California schools.

Joe Martinez Headshot

Joe Martinez

has served in education for 19 years, and has been committed to serving the needs of each and every student and challenging the status quo. Joe has a Master’s degree in School Psychology and an Administrative Services Credential. He has served as a special education teacher, school psychologist, director of special student services, and currently serves as the Director of Psychological Services for Tulare County Office of Education. In this role, Joe guides a team of school psychologist to provide effective academic, behavior and social emotional supports for students and families. He also provides PBIS training, coaching and technical assistance to districts and schools throughout Tulare County. Joe is a part of the Foster Youth Services team and guides and directs special services for preschool programs throughout Tulare County. Joe has lead the implementation of Positive Behavior Intervention Supports and Restorative Practices for a medium sized district. In addition, he was a part of creating a family/community resource center to serve the needs of students, families and community. Currently, Joe works collaboratively with other TCOE staff to provide training and support in MTSS, PBIS and UDL throughout Tulare County. Joe is committed to creating positive, safe and enriching learning environments through evidenced-based practices that promote positive school climates, a culture of continual improvement and supports student variability.

Sarah Humason Headshot

Sarah Humason, M.a., BCBA

has been a School Psychologist for Tulare County Office of Education for the last ten years. She has a Master’s in Education, BCBA, and Pupil Personnel Service credentials in School Psychology and School Counseling. Sarah provides training and coaching in PBIS and Restorative Practices. She is also a California Professional Training and Information Network (CAPTAIN) cadre member and works with other Central Valley educators to train staff and families on implementing evidence-based practices to support both general and special education students. Sarah is passionate about serving the community members of the beautiful Tulare County. She works to support educators with sustaining a Multi-Tiered System of Supports while providing equity for all students.
