The Orange County Department of Education and the San Diego County Office of Education serve as the region’s California PBIS Technical Assistance Centers, housing multiple programs in our Learning Supports and System of Supports Departments (respectively)– including Positive Behavioral Interventions and Supports.
As members of the Core Leadership Team, along with our team members Kaci Ellis, Russel Coronado and Marcus Jackson, we represent the needs of all communities housed within region nine when it comes to high-quality
implementation.

is a Coordinator for PBIS and Mental Health at the Orange County Department of Education. She supports Orange County schools and districts with training and technical assistance for implementing a multi-tiered framework for inclusive behavior supports. Ginny’s background is in School Psychology and Special Education with experience implementing multi-tiered frameworks to support behavior and social-emotional intervention, using data for decision-making, and integrating initiatives to support all students. Ginny is passionate about providing a safe social climate in school settings through the installation of prevention science, social-emotional learning, cultural responsiveness, and family engagement.
is a Resource Teacher for the Whole Child & Community Design Department with the San Diego County Office of Education. She supports San Diego County school district coordinators and school teams through training, implementation, and coaching of PBIS and the integration of Restorative Practices, Trauma Informed Practices, and Transformative-Social Emotional Learning within the Multi-tiered System of Support and PBIS framework. Her B.S. in Human Development and 27 years of teaching experience that spans from preschool to secondary schools in both the private and public sectors have played an integral part of her making connections to the whole child approach. Her district leadership roles in alternative settings over the last 20 years have provided much of her knowledge and in-classroom hands-on experiences to create a welcoming and positive culture for school communities and creating opportunities in lifting student, family, and community voices.
is a Project Specialist for School-Based Interventions at the San Diego County Office of Education. Dr. Ellis has held various roles such as a general education and a special education teacher in grades Kindergarten through 4th, and an exceptional student education department chair.
Dr. Ellis has a strong commitment to improving the educational experiences of all students, especially those with behavioral disorders and challenges. She is deeply passionate about designing professional development programs for educators to enhance their ability to support students effectively. Additionally, she is skilled in training and coaching educators in positive behavior supports, which can lead to systems-level changes in districts and schools. Dr. Ellis is dedicated to making a difference in the lives of students and educators through innovative strategies and effective interventions.
is the Executive Director of the San Diego South County Special Education Local Plan Area (SELPA). A highly respected educator with an outstanding reputation for advocating for compliant, student-focused programs, Mr. Coronado has successfully delivered comprehensive special education training and programming throughout the South County Region. As a member of the State SELPA Association Finance Committee and SELPA Coalition Steering Committee, he provides valuable insight into Special Education funding and finances.Mr. Coronado guides and advocates for the six member school districts and the San Diego County Office of Education in all facets of special education. He has developed a specific emphasis in the area of second language learners, at-risk youth and under-represented students. He has built a reputation around Positive Behavioral Interventions and Supports, Multi-Tiered Systems of Support, Equity and Disproportionality, Promoting the social and academic well being of children throughout San Diego County.Mr. Coronado has served as adjunct professor for a local university. He has served on many boards including the Chula Vista Elementary School District Board of Education, YMCA, and the National University Special Education Advisory Board. “To support and celebrate the personal, social and academic success of every student, every day!”
is an Executive Leadership Coach at the South County SELPA with the Equity and Disproportionality Project. He supports school districts with Positive Behavioral Interventions and Supports (PBIS), Culture/Climate and School-Wide Information System (SWIS). His advocacy started as an educational advisor for a federally funded program by assisting first generation college bound students and families with postsecondary education and financial-aid training. He has served as a School Psychologist with the Elementary, Middle and High School populations. In addition, he has worked with students in alternative settings from kindergarten through twelfth grade. Marcus has been a school principal at the alternative and comprehensive school sites where his teams implemented PBIS, social emotional learning, mentorships and leadership groups within the schools to develop and maintain a positive culture. He has worked as an adjunct professor at two San Diego universities, to ensure that school psychology graduate students were able to develop a diverse counseling curriculum and the skills required to best prepare them for success when assessing students, by viewing the “whole child” from her/his home, school and community environments.
